Joe Larry Mattingly
New Haven is a "Home Rule City" with a population of 855. The city’s form of government is a "Board of Commission", which includes a Mayor & 4 Commissioners.
Jeff has been a resident of New Haven for 11 years, but his family has roots in Nelson County going back to its founding. He is a father of twin daughters and grandfather to a boy and girl. Jeff is a Veteran of the US Navy and the Vietnam War, having served on the USS INTREPID. He is a 1990 graduate of the University of Kentucky with a BA in Journalism and has over 40 years of experience in the media industry. He is a member of St. Thomas Parish, having served as Chairman of the Administration/Finance Committee for almost 5 years and a member of the Parish Council for the same amount of time. This will be Jeff's first term as Mayor after serving two terms as a City Commissioner. He, and his wife Connie, appreciate the opportunity to continue to serve the community. Tessie arrived in New Haven 41 years ago from Manila, Philippines. She is married to former City Commissioner Don Cecil. They have 3 children and 4 grandchildren. Three years after her arrival, she was hired as City Clerk Treasurer and held this position for over 9 years. Through self study Tessie became an American Citizen. She was a Naturalized American Citizen after she took her first Citizenship test in 1980. In 1989, Mayor George G. Barry retired. At that time Tessie was encouraged to run for the position and won the hearts and trust of New Haven voters. She was re-elected 4 times and was in office for 21 years. Her working relationship with city employees, schools, churches, businesses and the public in general was very positive and healthy. Together they improved services and the environment in the City limits. Working as a TEAM (Try, Enthusiasmm, And, Motivate) they were able to accomplish great things. She sincerely enjoyed her career as Mayor.

Joe Larry is a life long resident of New Haven. He grew up on Butter Milk Street, house #33. He is married to Lois and the have one son Travis and a daughter Dana. They have 5 grandchildren. Joe Larry is the Street Department and the Historical Preservation/Information Center/Military/Veteran Center Department Head. He looks forward to helping his community. Jane moved back to the area two years ago and purchased a home on North Main Street. Previously she lived in the surrounding area and has always been involved with various business and community activities in New Haven. She has participated in parades, worked the St. Catherine Picnics, she worked as a chef at Sherwood Inn, and most recently she volunteered with the Enhancement Team on making the Haunted House a success. Her background includes a BS degree from Morehead State in business and a MS degree in education. She has also worked as a college educator and business trainer. Mike is a native of New Haven. He is the owner/operator of Morris & Clark Garage. He is married to JoAnn and the have one son Darren. Mike is serving his second term on the Board of Commissioners. He is very eager to help his community out any way that he can. Mike is the Commissoner over the Recreation Department. Joanie is the City Clerk/Treasurer. She is a native of New Haven, but currently resides in New Hope. She is married to Jason Corbin and they have 1 daughter.
Angela is the Asst. City Clerk/Utility Clerk. She is a native of New Haven, but currently resides in New Hope. She is married to Andy Mattingly and they have 3 children.
Tim M. Bartley
Tim is a life long resident of Southern Nelson County. After 23 years of service with the City of New Haven, Tim retired from his Public Works Position on August 31, 2010. On December 3, 2010 Tim returned to work for the City. He is married to the former Elaine Bell and they have 2 children.
Scottie started working with the city in March of 2016. He is married to Kristy and they have two boys. He is currently working on his Wastewater and Water certification.
Keith started working with the city in 1999. He is a life long resident of New Hope. He is married to Pat and they have 4 children. Keith is the Wastewater Supt.
Jerry is a part time employee with the City of New Haven. He is married to Shirley and has two sons.
